Armenia’s new electoral code, to be tested for the first time during the Parliamentary Elections this April, has introduced much innovation; new to not only Armenia but to the international practice as well. From a proportional system that is in essence not in tune with the basic principles of proportionality, to a limitation of the number of parties that can form a coalition, to the practical hiccups regarding the publication of voter lists. Hamazasp Danielyan, who specializes in electoral processes, explains how the opposition endorsed concessions around the new electoral code might not work in the opposition’s favor with a road map to the stumbling blocks hidden behind these concessions.

New reports emerge of damage to Armenian heritage in Karabakh

Georgia’s “foreign agents” bill sparks mass protests
Georgia’s parliament approved the first reading of a bill on “foreign agents” this week, sparking protests in the capital Tbilisi. The proposed law would require media outlets and non-profit organizations that receive over 20% of their funding from abroad to register as entities influenced by foreign sources. As lawmakers deliberated on the legislation, thousands gathered in front of the parliament building in Tbilisi to protest. Critics argue that the legislation could harm Georgia’s long-desired aspirations to become a member of the European Union.
