Main trends of Azerbaijan’s foreign and domestic policy after early parliamentary elections
On February 9, 2020, early parliamentary elections were held in Azerbaijan. Not surprisingly, the ruling New Azerbaijan party was the clear winner, while some representatives of the opposition, including Erkin Gadirli from the ReAl party, have entered parliament, too. However, these elections will not significantly change the key directions of Azerbaijan’s foreign and domestic policy.
Azerbaijan most probably will continue its balanced foreign policy. Baku will develop its strategic partnership with Moscow, putting its main emphasis on finalizing the Southern Gas Corridor project. The alliance with Turkey will remain the backbone of Azerbaijan’s regional policy, and Baku will seek to navigate between US demands for anti-Iranian policies and the necessity of having friendly relations with its southern neighbor.
President Ilham Aliyev will continue to depict the recent domestic transformations as a “revolution from above”, arguing that he is serious about the fight against corruption and oligarchy and furthering democracy and the rule of law. However, genuine democratization is unlikely, as it may threaten Aliyev’s rule. Another pattern of Azerbaijan’s domestic policy will be the growing role of the First Vice-President Mehriban Aliyeva, who is being prepared for the role of potential successor to her husband. Nevertheless, even carefully-designed and limited reforms may increase the strategic potential of Azerbaijan, which may alter the balance of power between Yerevan and Baku.
