Armenia Elections and Taxes: A Look at Party Platforms

Nine parties and two alliances will take part in Armenia’s snap parliamentary elections on December 9. When it comes to taxation policy, most parties support alleviation of the tax burden for small and medium-sized businesses.

Armenian Revolutionary Federation

Higher taxes for people with higher income and small taxes for people with lower income.
“People with higher income should pay more taxes if they get the full protection of their property from the state, including clean environment, free and high-quality care for his children,” reads the party’s platform.

Citizen’s Decision Social-Democratic Party

Citizens must be taxed according to their socio-economic status, health condition, number of underage people, etc.

Introduce a differentiated system of taxation for regions to promote development in less competitive areas.

The party suggests zero taxes on science grants, as well as tax privileges mining companies to encourage new, green technologies.

National Progress Party

Raise taxes on mining companies.

Reduce the tax burden for people who earn up to $518 a month.

My Step Alliance

Profit tax should be lowered from 20 % to 18 %.

Starting in 2019, introduce a 23% rate on income tax, and lower it to 20 percent in 2023. Currently the income tax rate is 26%.

Increase taxes on luxury goods.

Introduce a zonal tax system and contribute to the establishment of a business community, especially in regions that border Azerbaijan.

Sasna Tsrer Party

Apply discounted tax policy to IT sector.

Consider tax exemption option for IT.

The party suggests a two-year “tax vacation” for small and medium-sized businesses.

Bright Armenia Party

Companies with less than $124,000 annual income in the last 3 years should be exempt from taxes.

Apply taxes on luxury goods.

Prosperous Armenia Party:

Small and medium-sized businesses should not be considered as a primary source for government revenues.

Businesses with annual turnover of less than $62,000 should be exempt from taxes over the next five years.

We Alliance:

Set a symbolic tax of $21 for companies with an annual turnover of less than $104,000.

5% tax increase in the case of $104,000 – $420 000 annual turnover for companies.

To suggest 7-9% tax increase, in the case of $415,000 – $ 1,000,000 annual turnover for companies.

Tax exempting for investors who have invested more than $10 million in three years.

Rule of Law Party:

Tax exemption for companies with a yearly profit of up to $52,000.

Increase tax rates for casinos, bets and gambling businesses.

Provide tax privileges to the 1988 earthquake zone regions.

The Republican Party of Armenia and Christian-Democratic Rebirth Party do not have any agenda related to taxes according to their party platforms.
