Dr. Armen Mazmanyan, Director of the Apella Institute and noted constitutional law and electoral law expert joins CivilNet to explain the current situation Nikol Pashinyan and the newly established government sits in as it looks to make both constitutional and electoral reform in Armenia. Nikol Pashinyan and his fellow advocates in the Velvet Revolution called for ‘Free, fair, and transparent’ elections. We ask Dr. Mazmanyan if this is possible within the current electoral code, as well as what are the challenges to elections and governance for this new government?
Looking ahead, we discuss what challenges the Armenian Parliament faces when looking to make reform and passing legislation that will allow for some of the changes Pashinyan and his Cabinet believe is necessary.
