India Stack and the case for digital public infrastructure

For much of the world, digital transformation is still framed as a choice between state control and private innovation. India’s experience suggests this is a false dilemma. Over the past decade and a half, the country has quietly built something different: a set of digital public rails that neither replace markets nor centralize power, but enable both citizens and businesses to operate more efficiently, transparently and at scale.
This architecture, known as the India Stack, is not a single platform or application. It is a collection of open digital public goods—application programming interfaces and shared standards—that together form the backbone of India’s digital economy. Through components such as Aadhaar for identity, UPI for payments, DigiLocker for documents, e-Sign, e-KYC, direct benefit transfers and digital health infrastructure, India has enabled paperless, presence-less and cashless interactions across vast segments of society.
What makes this approach distinctive is not merely its technical design, but the philosophy behind it. India Stack was conceived as foundational infrastructure, akin to roads or electricity—neutral, interoperable and open to all. While it carries the country’s name, it was never meant to be India-only. From the outset, the ambition was to create a model that could be adapted by any state seeking inclusive growth in the digital age, whether developed or emerging.
The roots of this project go back to the early 2000s, with its first major implementation in 2009 through the Aadhaar unique identity program. Since then, the stack has evolved into a layered system that supports everything from instant payments to secure data sharing. Payments now move in real time at minimal cost; documents are stored and verified digitally; identities can be authenticated anywhere without physical paperwork; and personal data flows only with explicit, purpose-bound consent.
Perhaps the most consequential shift has been the move from platform monopolies to open networks. The rise of UPI transformed retail payments not by favoring a single app, but by allowing dozens of banks and fintech firms to compete on equal terms over a shared rail. A similar logic underpins the Open Network for Digital Commerce, which aims to prevent the concentration of digital marketplaces by giving small businesses—from micro-enterprises to neighborhood shops—direct access to online commerce without surrendering control to dominant intermediaries.
The social and economic effects of this infrastructure are now visible at scale. Hundreds of millions of Indians use India Stack–enabled services for banking, healthcare, education and government benefits. Financial inclusion has expanded rapidly, particularly among populations previously excluded from formal systems. Subsidies and welfare payments now reach recipients directly, reducing leakages and discretionary power. Startups have flourished by building services atop open APIs rather than replicating costly infrastructure from scratch.
This is not to suggest that the model is without risks. Questions of data privacy, cybersecurity, regulatory oversight and digital exclusion are real and require constant attention. No digital system, especially one operating at India’s scale, can be immune to misuse or failure. But these challenges argue for better governance of digital public infrastructure—not for abandoning it.
In an era when many countries are grappling with the dominance of global tech platforms or the high cost of digitizing public services, India’s experience offers a pragmatic alternative. It shows that states can play a catalytic role by building shared digital foundations, while leaving innovation, competition and service delivery to the market.
As more countries explore their own digital transformation paths, the central lesson of India Stack is not technological, but institutional: digital infrastructure works best when it is treated as a public good. That insight may prove far more valuable than any single app or platform India has built.
