Paul Stronski, a senior fellow in Carnegie’s Russia and Eurasia Program, spoke to CivilNet about the EU’s decision last month to deploy a two-year monitoring mission to the Armenian side of the border with Azerbaijan. Stronski also discussed the perception that the United States and European Union may be trying to oust Russia from the South Caucasus.
